Brown ground beef with garlic in large non-stick skillet over medium heat 8 to 10 minutes or until beef is not pink, breaking beef up into -inch crumbles. Pour off drippings. Add green onion and cilantro; keep warm. Meanwhile, whisk together lime juice, olive oil, soy sauce, Worcestershire sauce, sugar and crushed red pepper. Pour dressing over beef; toss to coat. Arrange salad on platter. Top with carrots, beef mixture and chow mien noodles. Serve immediately.
